County Commissioner Henri Brooks organized the party, open to the public, scheduled for Wednesday night at the county's main administration building.
Probate Court Clerk Chris Thomas filed a lawsuit to block it, arguing he was denied permission to hold a Christmas party in a county building.
Judge Walter L. Evans dismissed the suit. Lawyers for Brooks argued the party would not violate rules against religious gatherings in public buildings.
